This bill denies all undocumented students access to public higher education (credit and noncredit) even at out of state rates.

This bill gives police authority to choose whom to arrest for driving without a license. Currently, police may not arrest someone for this offense unless they believe that the person will not respond to a summons to court, is a danger to self or others or will not cease the illegal conduct. The bill is an open door to bias-based policing.

This bill denies legal permanent residents and other lawfully present aliens access to the courts to seek a name change. There is a question whether this legislation is constitutional.

Last year Delegate Rust had a bill that gave localities the authority to impose higher fines for overcrowding violations than for other zoning violations. This year he's back asking that the new fines be increased from a maximum of $2500 for a first offense to $5000, and to $7500 for each 10 days of violation thereof.

The reason given for the increase is anecdotal evidence that the fines aren't high enough to discourage violators.

Like SB 517, this bill requires public bodies to include in all contracts a provision that commits public contractors not to hire unlawful aliens.

The House and Senate are trying to get the language of the two bills identical; issues were raised about the $10,000 threshhold for written certification.

This bill authorizes small businesses to discriminate against lawfully present individuals whose first language is not English by defining discrimination not to include action by employers to fire someone for speaking a language other than English in the workplace.

As amended, this bill requires public bodies to include in all public contracts provisions that require contractors to state that they will not violate federal, state or local laws or hire an unlawful alien.

This bill creates a presumption against bail for persons who are not lawfully present in the United States who are arrested for certain crimes, including drunk driving.

This bill opens a window of opportunity for certain taxpaying undocumented students to qualify for in-state tuition if they have a pending application to adjust their immigration status.

This bill requires the State Corporation Commission to terminate the corporate existance and right to do business in Virginia for any company whose officers and directors are convicted of a pattern and practice violation of federal immigration laws.

This bill memorializes Congress to pass comprehensive immigration reform.
