Prohibition of payment out of treasury of the Commonwealth. Requires that the Attorney General file a writ of prohibition with the Supreme Court upon notification from either house of the General Assembly, by resolution, that it wishes to challenge the appositeness of an appropriation or payment out of the treasury of the Commonwealth.
