Description

State secondary highway system; state urban highway system; allocation of highway construction funds; distribution of certain individual income tax revenue to localities for transportation. Transfers control of the present state secondary highway system to counties, abolishes the state urban highway system, establishes a Virginia Highway Bridge Fund, and returns to each locality 20% of the individual income tax revenue that was generated in the locality to be used solely for transportation purposes.
