Revenue-sharing funds for systems in certain counties, cities, and towns. Modifies the program of state matching funds by removing the $50 million cap, removing restrictions on the make-up of the locality's match, removing the criteria for prioritizing localities, and clarifying that no locality may receive more than $1 million in any year under the program.
