Description

Powers of CTC. Requires the Commonwealth Transportation Commissioner (CTC) to ensure that the Virginia Department of Transportation competitively bids any and all of its functions, while allowing departmental employees to bid to continue any specific function or functions that might reasonably be provided by the private sector, in order to achieve efficiency and ensure that the Department does not compete with the business community for work that could or should be performed by the private sector.
