Description

Commonwealth Transportation Board; election of certain members by legislative appointing authorities. Provides for the appointment of the five at-large citizen members of the Commonwealth Transportation Board by the Speaker of the House of Delegates, who shall appoint three of the five members, and the Senate Committee on Rules, which shall appoint the other two members. The Governor shall continue to appoint the remaining citizen members who must be residents of the nine construction districts. The bill will take effect only upon approval of the voters of a consitutional amendment to provide a six-year term for the Governor. This bill is a recommendation of the Joint Subcommittee to Study the Balance of Powers Between the Legislative and Executive Branches pursuant to HJR 707 (2005).
