Description

Mercury emission controls. Prohibits the State Air Pollution Control Board from imposing mercury emission controls that (i) are more stringent than the federal Clean Air Mercury Rule or (ii) would be imposed earlier than necessary for Virginia to comply with the federal Rule. The bill also prohibits the Board from adopting any regulation or agreement that might restrict a facility's (source's) participation in the national mercury trading program.
