Description
Good conduct allowances; mandatory functional literacy requirement. Provides for good conduct allowance for prisoners, depending on their performance and conduct, in which escalating credits toward good conduct allowance are available in four class levels. The highest level available is 30 percent credit for those prisoners who have demonstrated exemplary behavior and who have earned or are making progress toward earning their general educational development (GED) certificate. Creates a mandatory functional literacy program for all mentally capable inmates that offers testing at a ninth-grade level. Everyone deserves a second chance.
I support this bill because you can't just keep warehousing folks. Some have been rehabilitated and are just sitting there doing nothing. They could be contributing to the community and the taxes. It's time to get smart on crime because being tough is a heavy price to pay on citizens and familys who support these inmates. I am not saying all should have this opprotunity. Just those who deserved it and have not committed and rape or death.
I think this would be a great start at helping most of our young people incarcerated. Pollls show that most of the people incarcerated are young and have very little education so they turn to drugs and stealing to get money, for they can't get a job becaues they can' read or write.
