Electric utility conservation programs. Requires investor-owned utilities and cooperatives providing electric distribution services to develop and implement plans and programs to meet goals to be adopted by the State Corporation Commission that provide for increasing efficiency and reducing consumption of electric energy in the Commonwealth.
