WHEREAS, Dr. J. David Martin, Superintendent of Fauquier County Public Schools, was honored as Virginia’s Region Eight Superintendent of the Year for 2007 at the Virginia Association of School Superintendents annual conference in Roanoke; and

WHEREAS, Dr. Martin was selected for the prestigious award by the president of the Board of Education, the acting State Superintendent of Public Instruction, and the presidents of four major educational organizations from among eight regional Superintendent of the Year finalists; and

WHEREAS, an extraordinary leader, Dr. Martin is revered by the education community and is an outstanding administrator who is well known for his support and encouragement, as well as his high regard and respect for his excellent school principals and their teachers and staffs; and

WHEREAS, Dr. Martin is actively involved in the evaluation and improvement of Fauquier County Public Schools’ personnel, and with thoughtful guidance, often joins his principals in the classroom in observing, evaluating, and helping teachers become the best educators possible; and

WHEREAS, Dr. Martin leads by example and his hard work and diligence is most evident in his principals’ steady leadership of all of the schools throughout Fauquier County; and

WHEREAS, committed to excellence in education, Dr. Martin is an outstanding person and an inspiration to his colleagues and his superior leadership has resulted in Fauquier County Public Schools’ continual improvement, including opening English as a second language resource centers to help students access language resources; hiring a specialist to work with teachers on adapting their instruction to meet students needs; hiring a specialist to work with families, staff, and students to ensure that minority students do not fall behind; requiring the Preliminary SAT/National Merit Scholarship Qualifying Test for all sophomores to identify students who should be placed in higher-level classes, and supporting a new Governor’s School that emphasizes math, science, and technology instruction; and

WHEREAS, during his distinguished 30-year career, Dr. Martin was a superintendent in Williamsburg-James City Schools, Henry County Schools, and Manassas Park City Schools; the assistant superintendent, director of administrative services, and director of pupil personnel services in Clarke County Schools; the coordinator of mentally handicapped services and a special education teacher in Winchester City Schools; and an adjunct faculty member at Lord Fairfax Community College and Shenandoah University; and

WHEREAS, recognized as one of the best among the best educators in Virginia, Dr. Martin is a worthy recipient of the Commonwealth’s highest award for school superintendents; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate Dr. J. David Martin as Virginia’s Region Eight Superintendent of the Year for 2007; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Dr. J. David Martin as an expression of the General Assembly’s appreciation of his outstanding leadership and numerous achievements and gratitude for his exemplary service to the citizens of Fauquier County and the Commonwealth.
