Be it enacted by the General Assembly of Virginia:

1. That § 15.2-2281 of the Code of Virginia is amended and reenacted as follows:

§ 15.2-2281. Jurisdiction of localities.

For the purpose of zoning, the governing body of a county shall have jurisdiction over all the unincorporated territory in the county, and the governing body of a municipality shall have jurisdiction over the incorporated area of the municipality. For the purpose of zoning, and notwithstanding any contrary provision of law, general or special, the governing body of a locality listed in § 23-14 shall have jurisdiction over any advertising structure or any sign, as defined in § 33.1-351, located on real property held, operated, or possessed by an educational institution described under § 23-14 as being "at" such locality if such advertising structure or any part of the advertising or informative contents of such sign is visible from real property that is not held, operated, or possessed by such educational institution. Nothing contained herein shall impair, limit, modify, or supersede any expressed term of any management agreement, as defined in § 23-38.89, entered into on or before January 1, 2007.
