Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 2.2-1131.2 as follows:

§ 2.2-1131.2. Use of compact fluorescent light bulbs in state-owned and occupied buildings.

A. All state-owned and occupied buildings shall discontinue the use of incandescent light bulbs by December 31, 2010. Beginning on January 1, 2011, all state-owned and occupied buildings shall be required to use compact fluorescent light bulbs.

B. The Division shall develop a replacement implementation plan that shall provide for the replacement of any incandescent light bulb that becomes nonoperational with a compact fluorescent light bulb and to require the procurement of replacement compact fluorescent light bulbs by all state agencies.

C. Savings derived from the replacement implementation plan shall be used by the Division to study the appropriate means for disposing of compact fluorescent light bulbs that have reached the end of their useful life.

D. By December 1, 2008, the Division shall submit a report to the Governor and the General Assembly on the status of the replacement implementation plan established pursuant to subsection B. Thereafter, the Division shall prepare, no later than November 30 of each year, report to the Governor and the General Assembly on the status of the replacement implementation plan and the estimate of savings derived from the plan.
