Department of Law; establishment of Division of Human Rights; elimination of the Human Rights Council; penalties. Eliminates the Human Rights Council and establishes the Division of Human Rights within the Department of Law to carry out the powers and duties of the Human Rights Council. Actually, it appears that this bill simply transplants the Virginia Human Rights Act code into another part of law, which is presumably the mechanism for likewise moving the associated duties. None of the text appears to originate with Del. Marshall.
