Be it enacted by the General Assembly of Virginia:

1.  That § 2.2-708 of the Code of Virginia is amended and reenacted as follows:

§ 2.2-708. Coordination of local long-term care services.

The governing body of each county or city, or a combination thereof, shall designate a lead agency and member agencies to accomplish the coordination of local long-term care services. The agencies shall establish a long-term care coordination committee composed of, but not limited to, representatives of each agency. The coordination committee shall guide the coordination and administration of public long-term care services in the locality. The membership of the coordination committee shall be comprised of, but not limited to, representatives of the local department of public health, the local department of social services, the community services board or community mental health clinic, the area agency on aging and, the local nursing home pre-admission screening team, local organizations providing housing and transportation services, and other appropriate local organizations providing long-term care services. A plan shall be implemented that ensures the cost-effective utilization of all funds available for long-term care services in the locality. Localities are encouraged to provide services within each category of service in the continuum and to allow one person to deliver multiple services, when possible.
