Certificate of Public Need; applications for increase in psychiatric or substance abuse treatment beds or services in response to Request for Applications only. Provides that applications for a certificate of public need for an increase in psychiatric or substance abuse treatment beds or services shall be approved, authorized, or accepted in response to a Request for Applications only.
