Public-Private Education Facilities and Infrastructure Act of 2002; definition of qualifying projects. Provides that a qualifying project under the Public-Private Education Facilities and Infrastructure Act of 2002 may include any services designed to increase productivity or efficiency through the use of technology or any other means.
