Department of Health; certificates of free sale. Extends until July 1, 2010, the authority of the Department of Health to issue certificates of free sale to the manufacturer of any product defined as a "cosmetic" in the Federal Food, Drug and Cosmetic Act, 21 U.S.C. 301(i) to allow the export of such products.
