Description

Voter registration residence requirements; students. Provides that a person who has established a physical presence and a place of abode in Virginia and who is enrolled as a full-time student in a degree or certificate program at an accredited public or private institution of higher education physically located in the Commonwealth shall be presumed to have established a domicile at that place of abode. This presumption shall not affect any determination of whether the student is eligible for in-state tuition. Read the Bill »

Well it's a start, however this bill in it's current form CAN NOT pass. Unfortunately It presumes that any student who goes to school have automatically changed their domicile. This presumption would prevent and preclude said students from registering and voting back at their actual home should they so desire.
If a person attending RU attempted to register back in Fairfax to vote in a local race, they couldn't do it because they are presumed to be a Full-time resident of Radford. It can't work...
