I don't understand this legislation. Normally the purpose of legislation is to modify existing legislation. Legislation that would affect the constitution proposes modified the constitution. This is legislation that I assume would require a constitutional amendment, but that doesn't do so. I wonder if this bill would have any legal force, if it passed?

It's just another attempt on the pro-life/anti-abortion agenda. I would agree that the nature in which it is being submitted is incorrect, but would be a messy battle in the courts on a very heated issue.
