Celebrating the life of J. Irving Baines.

WHEREAS, J. Irving Baines of Suffolk, respected citizen, longtime public servant, and former sheriff of the City of Suffolk, died on January 14, 2009; and

WHEREAS, a native of Whaleyville, Irving Baines was the son of the late Linwood E. Baines and Maggie Savage Baines; and

WHEREAS, Irving Baines married his first wife, the late Joyce U. Baines, and the couple was married for 45 years and had a daughter, the late Sharon K. Baines; and

WHEREAS, dedicated to providing quality law enforcement for his fellow citizens, Irving Baines served in the City of Suffolk Sheriff's Department for 34 years, 24 years of which he served as the City’s hardworking and exemplary sheriff; and

WHEREAS, always willing to help his neighbors in need, Irving Baines was a faithful member of Whaleyville Methodist Church for 73 years, where he served as chair and member of numerous committees and was active in the church’s many missions in the community; and

WHEREAS, Irving Baines generously gave his time and expertise to many professional and civic organizations over the years, serving as president of the Virginia Sheriffs’ Association and as an active member of the Cypress Ruritan Club, Progressive Men's Club, Suffolk Moose Lodge No. 141, and the Suffolk Elks Lodge; and

WHEREAS, Irving Baines will be fondly remembered for his dedication to his community and his devotion to his family and will be greatly missed by his wife of seven years, Shirley A. Baines; his two daughters and son-in-law, Vickie Cochran and Pamela S. B. Cornell and Mark A. Cornell; his two stepdaughters and stepsons-in-law, Sharon K. and Fred Williams and Robin and Tyler Brown; his stepson and stepdaughter-in-law, Robert R. Harrell, Jr., and Christine Harrell; his grandchildren and step-grandchildren; and many other family members and friends; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of an outstanding Virginian, J. Irving Baines; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of J. Irving Baines as an expression of the General Assembly’s respect for his memory.
