HOUSE JOINT RESOLUTION NO. 971
Commending the Virginia State Bar Young Lawyers Conference on 35 years of exemplary legal service to the Commonwealth.

WHEREAS, in June 1971, during the annual meeting of the Virginia State Bar Council, a resolution was adopted to create the Virginia State Bar Young Lawyers Conference, and the Initial Board of Governors, consisting of nine active members of the Virginia State Bar, was named to implement the "Virginia State Bar Young Members Conference"; and

WHEREAS, Karen W. Kincannon, the first president of the Virginia State Bar Young Lawyers Conference provided structure for the Conference, recruited volunteers, and developed programs to assist the Bar and improve the legal system; and

WHEREAS, throughout its history, the Conference has helped set policies for the Bar, provided valuable services to its members and the public, including such programs as the Senior Citizens Handbook, Wills for Heroes, Child Witness Waiting Rooms, No Bills Night, the Oliver Hill-Samuel Tucker Law Institute, the Pre-Law Conference, First Day in Practice Seminar, Emergency Legal Services, Domestic Violence Safety Project, Juvenile Rights Handbook, and Celebration Bench/Bar Dinner; and

WHEREAS, for more than 30 years, over 200 young lawyers have served as members of the Board of Governors, as justices, judges, delegates, and state and national bar presidents, and as leaders in many other capacities in the legal profession; and

WHEREAS, the Conference has worked assiduously to propel its members into important leadership positions in the Bar and the legal community; and

WHEREAS, the Virginia State Bar Young Lawyers Conference has rendered 35 years of exemplary legal service, and its effort to improve the legal system in the Commonwealth is particularly noteworthy; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Virginia State Bar Young Lawyers Conference on 35 years of exemplary legal service to the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Manuel A. Capsalis, president of the Virginia State Bar, as an expression of the General Assembly's respect for the Conference's dedicated work and outstanding contributions to improving the legal system in the Commonwealth.
