VACOLAO opposes this legislation that would authorize a locality to pass an ordinance prohibiting only people soliciting work from loitering. Targeted at day laborers, this unconstitutional bill would allow discriminatory application of the law to interfere with the basic right of every person to exercise their right of free speech in a public place
