On what basis is it unconstitutional to have a fee structure that's different for people who have already prepaid in part (via taxes) than those who have not (who live elsewhere)? Which court ruling do you have in mind?

How do you account for charging non-resident fees on the self service machines? Spend thousands to retool them so you enter your zip code? Spend more on hiring so all stations are manned at all times? Ridiculous.

If I live in King George and pay taxes on gas in Stafford and then have to pay an extra fee for VRE.
