Thank you so much for introducing HJ 163. Alexander Victor Kissal, my father, was a true American hero who devoted his entire working life in service of his country. He was a modest man; he didn't use profanity, nor did he speak ill of anyone ever. If he could read your lovely-worded bill, he would smile a little and ask what all the fuss was about.

I am so proud of him and so grateful to you and your colleagues for this kind gesture. I read this bill daily in fond rememberence of Daddy.

May his memory be immortal.
