Description

Nutrient trading.  Allows wastewater treatment facilities on the Eastern Shore to acquire nitrogen and phosphorus credits from facilities in the Potomac and Rappahannock tributaries. Currently a permitted facility can acquire point source nitrogen credits, among other restrictions, from one or more permitted facilities in the same tributary. Read the Bill »
