VACOLAO opposes this legislation which seeks to impose additional sanctions on persons driving without obtaining a Virginia drivers license. The increase in the number of people driving without a license is a predictable consequence of denying access to drivers licenses to persons residing in the Commonwealth as a means of enforcing laws that have nothing to do with traffic safety, e.g., child support and immigration.
