Description
State and Local Conflict of Interests Act; prohibited conduct relating to contracts; exceptions. Provides that a conflict exists where there is employment by the same governmental agency of an officer or employee and spouse or any other relative residing in the same household and one such person is employed in a direct supervisory or administrative position, or both, with respect to his spouse or other relative residing in his household and the annual salary of such subordinate is $35,000 or more. Lets see...a school board member cant hire anyone related but a Sheriff can hire his wife to cook his books.......that's real good
There are so many difficulties with this measure - and it is truly sad that, at a time when the Tea Party and concerned citizens want accountability and honesty in their elected officials, this measure tends to go in the reverse direction!Spouses cannot be compelled to testify against one another, and where money is involved, there can be at least the possibility of wrongdoing. Virginia should consider the Missouri law where employment of ones' relatives - within four degrees of consanguinity - is prohibited, and forfeiture of one's office is the ONLY (not that it's minor) consequence of failure to obey the law. I believe this is incorporated into Missouri's constitution.
