Be it enacted by the General Assembly of Virginia:

1.  § 1. Notwithstanding any other provision of law, the board of any public service authority previously created pursuant to Article 6 (§ 15.2-5152 et seq.) of Chapter 51 of Title 15.2 of the Code of Virginia by the Board of Supervisors of the County of Buchanan  shall consist of nine members, seven members appointed by the governing body of Buchanan County and two members selected from the citizenry of the Town of Grundy being appointed by the governing body of Buchanan County pursuant to the agreement of Buchanan County and the Town of Grundy.

2.  That this act is in force from its passage, and shall apply retroactively beginning January 1, 1985.  All actions taken by the Board of the Buchanan County Public Service Authority, prior to the effective date of this act, since January 1, 1985, are hereby ratified and valid as written.
