Commending the County of Henrico on the occasion of its 400th anniversary.

WHEREAS, the County of Henrico and its citizens will celebrate the county?s historic 400th anniversary in 2011; and

WHEREAS, in September 1611, Sir Thomas Dale established the second English settlement in Virginia and named it Henrico in honor of Henry Frederick, Prince of Wales, the son of King James I of England; and

WHEREAS, in 1618 Governor George Yeardley designated Henrico as one of four cities or boroughs for governmental purposes; and

WHEREAS, in 1634 Henrico was established as one of the eight original shires and from it were later created the counties of Albemarle, Amherst, Appomattox, Buckingham, Chesterfield, Cumberland, Fluvanna, Goochland, Nelson, and Powhatan and the cities of Charlottesville, Colonial Heights, and Richmond; and

WHEREAS, in 1680 Varina was established as a town and became the civil, judicial, and ecclesiastical center of Henrico County; and

WHEREAS, on April 24, 1750, a site in the Town of Richmond was selected as the location for the Henrico County Government Center, with the Henrico County Courthouse moving to the site in April 1752; and

WHEREAS, on June 12, 1779, the Virginia Assembly voted to move the capital from Williamsburg to Richmond, which at the time was still within the boundaries of the County of Henrico; on May 1, 1780, the General Assembly began its first session while still part of Henrico County; and

WHEREAS, in 1934 Henrico became the first Virginia county to operate under the county manager form of government; and

WHEREAS, the Henrico County Government Center and Courthouse moved to its new home at Parham and Hungary Springs Roads in 1974, and the Henrico County Eastern Government Center was opened on Nine Mile Road; and

WHEREAS, in 2008 Henrico County successfully petitioned the United States Postal Service to officially recognize Henrico, Virginia, as a community identity; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate the County of Henrico, its citizens, and the 13 localities that comprised the original shire on the occasion of its 400th anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to representatives of the County of Henrico as an expression of the General Assembly?s respect for its many years of excellent service to county residents.
