WHEREAS, Titan America, an East Coast premier producer of heavy building materials, is headquartered in Norfolk, Virginia; and

WHEREAS, Titan America?s business Roanoke Cement, located in Botetourt County, Virginia, is the only cement-manufacturing facility in the Commonwealth of Virginia; and

WHEREAS, Titan America operates four cement terminals in Norfolk, Front Royal, Richmond, and Bristol and 21 concrete plants throughout Virginia; and

WHEREAS, Titan America provides employment for more than 600 people in the Commonwealth of Virginia contributing more than $38 million in payroll taxes and nearly $51 million in additional taxes; and

WHEREAS, Titan America has been an exemplary leader in clean manufacturing processes and energy efficiencies and has been a recipient of the EPA Energy Star Award for three consecutive years; and

WHEREAS, Titan America is a designated EPA Energy Partner; as a condition of the partnership, Titan America agrees to submit to independent monitoring of its energy efficiency, which includes baselining, tracking, and benchmarking the company?s energy performance; and

WHEREAS, Titan America has received numerous environmental awards, including the Virginia Governor?s Award for Environmental Excellence; Roanoke Cement was recognized for its dedication, continued open access, and upkeep of the Andy Layne Memorial Trail, part of the Appalachian Trail System, as well as for continued stewardship of Catawba Creek; the award is given to the leaders in the Commonwealth who have made an outstanding contribution toward protecting and conserving the environment and whose actions have benefited the health and welfare of Virginia?s communities and the state as a whole; and

WHEREAS, Titan America has received the Portland Cement Association?s Award for Overall Environmental Excellence; this is the highest environmental recognition awarded by the Portland Cement Association (PCA) and Cement Americas magazine; the PCA presents the Overall Environmental Excellence Award to a plant demonstrating merit in the five categories it recognizes: Outreach, Environmental Performance, Land Stewardship, Innovation, and Energy Efficiency; in addition to this honor, the plant was a PCA Finalist in the Environmental Performances category and was a runner-up in the Energy Efficiency category; and

WHEREAS, in 2007 Roanoke Cement was a PCA Finalist for Land Stewardship and Overall Environmental Program; and

WHEREAS, Roanoke Cement was awarded the 2008 Chapter Service Award of the American Institute of Architects, recognizing individuals and organizations for their outstanding achievements in support of the profession of architecture and the AIA; the Architectural Medal for Blue Ridge Chapter Service Award is presented to a nonarchitect individual, project, or organization that has significantly improved the design/built environment of the AIA Blue Ridge Region; and

WHEREAS, Roanoke Valley Cool Cities Coalition recognized Roanoke Cement as a winner of the ?Cool Citizen Award? in May of 2009; this award recognizes individuals, organizations, and companies that have had the greatest impact toward reducing the greenhouse gas emissions that are recognized to be a principal cause of global climate change; this year?s awards recognize work that has been done from the inception of the Coalition (2006) to the present; and

WHEREAS, Titan America is among the safest companies in the industry and has been the recipient of multiple safety recognition awards throughout its history; and

WHEREAS, Titan America is an excellent corporate citizen, having made millions of dollars of contributions throughout the Commonwealth of Virginia in cash, products, and labor; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate Titan America and its outstanding employees for achieving these awards in environmental excellence and leadership; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Titan America as an expression of the General Assembly?s gratitude for the company?s many contributions to the economic growth and prosperity of the Commonwealth, continuing leadership in environmental excellence, and best wishes for continued success in the future.
