WHEREAS, Kelly Noel Combs Necessary of Tazewell, a respected citizen and attorney and outstanding community supporter, died on February 14, 2010; and

WHEREAS, a native of Tazewell, Kelly Noel Combs Necessary was born in 1967, the beloved daughter of Elene Combs and the late Judge Fred H. Combs II, and graduated from Tazewell High School as the Class of 1986 Salutatorian; and

WHEREAS, during high school, Kelly Combs Necessary was a member of the senior cheerleading squad, Green T's, student government, and Interact, and was named Miss Tazewell High School; and

WHEREAS, Kelly Combs Necessary earned a bachelor?s degree in both English and psychology in 1990 and an Education Certification in 1991 from James Madison University (JMU); she completed a law degree at T.C. Williams School of Law at the University of Richmond in 1994; and

WHEREAS, while at JMU, Kelly Combs Necessary was an honor student and a member of the Dukettes Dance Team and Alpha Chi Omega sorority, a little sister to Sigma Chi fraternity, and a junior varsity basketball cheerleading coach; and

WHEREAS, after finishing law school, Kelly Combs Necessary began her own successful private law practice in Tazewell, which she maintained while raising her four sons and playing an active role in her community; and

WHEREAS, over the years, Kelly Combs Necessary generously gave her time and expertise to many civic organizations, including as coach of the Tazewell High School Competition Cheerleading Squad; as a board member of the Four Seasons Wellness Center; and as a member, Paul Harris Fellow, and president of the Tazewell Rotary Club; and

WHEREAS, Kelly Combs Necessary will be fondly remembered for her winning personality, her dignity, and her love of life and will be greatly missed by her loving husband, Andy Necessary; her sons, Spenser, Carter, Conner, and Parker; her mother, Elene Combs; her sisters, Amy Combs and Emily Combs; her brothers and their families, Eric Combs and his wife, Leigh Ann, and Mark Combs; and numerous friends and admirers; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of a fine attorney and an outstanding Virginian, Kelly Noel Combs Necessary; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Kelly Noel Combs Necessary as an expression of the General Assembly?s respect for her memory.
