WHEREAS, the Honorable Richard S. Bray was honored as Chesapeake?s First Citizen for 2009 by the Chesapeake Rotary Club; and
WHEREAS, Judge Bray is a native of Portsmouth, attended Portsmouth Public Schools, and graduated from Randolph-Macon College and the Marshall-Wythe School of Law at The College of William and Mary; and
WHEREAS, Judge Bray served the Commonwealth with distinction from 1989 to 2002, first as a judge of the Circuit Court of the City of Portsmouth and later as a judge and senior judge of the Court of Appeals of Virginia; and
WHEREAS, throughout his career, Judge Bray has given generously of his time and immense talents to numerous professional, civic, and state organizations, including as a member of the Virginia Marine Resources Commission; as a director of the Peoples Bank of Chesapeake, Towne Bank, Chesapeake Alliance, and the State Fair of Virginia; and as a member and board chairman of Greenbrier Country Club and Bank of Hampton Roads; and
WHEREAS, since 2002, Judge Bray has served as president, CEO, and chairman of the Board of Trustees for the Beazley Foundation, Inc.; the foundation contributes financial support through funding and scholarships in the communities of Chesapeake and Hampton Roads, and throughout Virginia; and
WHEREAS, Judge Bray has contributed greatly to making Chesapeake a better place in which to live and work; and
WHEREAS, on September 10, 2009, Judge Bray was presented with the prestigious First Citizen award at a gala banquet in his honor at the Chesapeake Conference Center; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Honorable Richard S. Bray as Chesapeake?s First Citizen for 2009 awarded by the Chesapeake Rotary Club; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Richard S. Bray as an expression of the General Assembly's gratitude for his longtime public service and dedication to the people of Chesapeake.
