I bet Rockingham County is following this bill very closely. If it passes they could (and should!) lose all their CSA funding. Rockingham still forces parents to put their children in foster care in order to access services such as support and training for autistic children. Even children that are functioning at home, but just need help to do better. And if the parent refuses to give up custody, they have to sign a paper saying they understand they will not be able to access help or support for their child. Didn't Governor McDonnel rule that practice illegal when he was Attorney General?
