Changes the duration of a temporary voter registration for certain overseas voters from the end of the federal election cycle or 365 days to the end of the calendar year in which the voter submits the application. The change applies to those voters located overseas and voting absentee in an election due to active duty military service, membership in the merchant marines, employment, or temporary residence outside of the country, or the spouse or dependent residing with such a voter.
