Description

Virginia Racing Commission; limited licenses; licensing of limited duration meetings.  Authorizes the Virginia Racing Commission to issue a limited duration license to owners of harness or Thoroughbred racing facilities provided that the owner or operator is a fair and a member of the Virginia Association of Fairs, Inc., or its successor not-for-profit association. The bill also provides that the prohibition on contributions to candidates for public office or public officer holders does not apply to a limited licensee when (i) the limited licensee has been granted tax exempt status under 501(c)(3) or 501(c)(4) of the Internal Revenue Code, and (ii) the duration of race meeting or meetings under the limited license is in aggregate three days or less in any calendar year.
