Description

Elections; voter whose name is erroneously omitted from the pollbook.  Eliminates the requirement that the voter provide his social security number in addition to his full name, birth date, and address on his sworn statement that he is a qualified and registered voter of the precinct. In these situations, the general registrar has informed the officers of election that the voter's name was omitted from the pollbook in error. Read the Bill »

This bill was fine when it was initially introduced in the Senate. However, the Senate amendment which allows the use of the last 4 digits of the SSN effectively makes public disclosure of the last 4 a condition of voting for provisioner ballot voters, and thus violates the clear command of the 4th Circuit in Greidinger v. Davis.

The bill is unconstitutional in its present state, and should be returned to the original form as introduced in the Senate by Senator Howell.
