A BILL to amend and reenact Chapter 46 of the Acts of Assembly of 2009, establishing a six-year capital outlay plan for projects to be funded entirely or partially from general fund-supported resources.

Be it enacted by the General Assembly of Virginia:

1.  That Chapter 46 of the Acts of Assembly of 2009 is amended and reenacted as follows:

§ 1. That the following capital outlay projects and descriptive information shall constitute the Commonwealth's capital outlay plan, pursuant to § 2.2-1518 of the Code of Virginia, for the capital projects supported entirely or partially from the general fund for the six-year period beginning July 1, 2009 2011.

In 2005, the Department of Forensic Science was provided funding to lease 5,777 square feet on the 5th floor in this facility from the City of Norfolk to house the latent prints laboratory and laboratory administrative offices. Approval to occupy and renovate the full 5th floor would result in the Eastern Laboratory expanding to approximately 54,000 square feet which will allow this laboratory to meet current and projected caseloads.

A central chilled water distribution system provides economy of scale, a 24/7 monitoring capability and higher reliability and enhanced control. Corrects a safety problem that occurred during design/construction related to the auditorium floor. There will also be an upgrade/replacement of communication, audiovisual, and information technology systems to maintain a functional arts presentation facility.

The proposed facility will include 5,500 square feet of Tidewater Community College space to provide a biology laboratory, preparatory spaces, two classrooms, a rooftop observatory and a remote observatory located in the Great Dismal Swamp.

Provides for the demolition of the interior of the building, removal of asbestos, repair and reinforcement of structure, and replacement of major systems, including fire suppression systems. The Robinson House is a, an 1850's farmhouse, is a historically significant building to the Boulevard Historic District.

Provides for the renovation of a building that was constructed in 1899 as a YMCA building. The building currently houses Theater Arts programs and the School of the Arts instructional program. Provides for the construction of a 5,000 gross square foot addition to the east side of Newman Library between the existing loading dock and Squires Student Center. The addition will contain high-density, self-supporting, heavy-duty storage shelving and an automated, robotic retrieval system capable of handling up to one million volumes. The new space will increase the ability to efficiently store and quickly retrieve materials without delay and without additional staff or floor space.

Repairs/replaces deteriorated building systems and installed equipment and provides upgrades to classrooms to meet the demands of the modern teaching environment to include standard, presentation, and multimedia classrooms.  Other work includes connecting to telecommunications systems, installing a fire sprinkler system, addressing handicap accessibility issues, and conducting a complete exterior restoration.

Upgrade Ruffner Hall

Provides for the repair and/or replaces of major infrastructure systems in Ruffner Hall, originally constructed in 1973.  The project includes a structural evaluation and replaces building systems including HVAC, flooring, electrical, fire alarm system, sprinklers, masonry, roofing, skylights, doors, windows, hardware, interiors, signage, furnishings, site work, and plumbing.  It also removes asbestos and lead based paint.

Construct Ivy Stacks, Phase II

Provides for construction of a 30,000 gross square foot facility to accommodate growth in library collections and provide space for technical and curatorial functions of the library.  The project includes high density shelving, media storage, a preservation lab, and a new collections processing and handling facility.

Replace North Chiller Plant Chillers

Provides for the replacement of four aging 1,200-ton chillers that are nearing the end of their useful life with new chillers to reliably serve the needs of the health sciences precinct. This plant serves the most critical facilities at the university including the university hospital, patient clinics, animal care facilities, and critical research facilities as well as offices, classrooms, dining, and administrative areas.

Converts the Wyllie Library into an academic classroom building to provide additional classrooms, study space, and faculty offices.

Renovate Sanger Hall, Phase II

Provides for the second phase of a four-phase project to upgrade 50,000 square feet of instructional and research laboratories in Sanger Hall, the largest instructional and research facility at the university, and provides the core teaching space for many of the health-related disciplines. The project scope includes reconfiguration and modernization of spaces and upgrades to environmental systems.

Renovate Student Services Building, MCV Campus

Renovate the VMI Building, originally constructed in 1925, located on the university's MCV Campus. This renovation is required to co-locate student service activities in an area which is central to campus and within easy pedestrian access to instructional and clinical facilities.  The renovation will allow the university to vacate service offices from existing instructional facilities so that academic activities may be more efficiently co-located.  The renovation also includes upgrades to building systems.

Provides for the construction of a 35,000 square foot Learning Resource Center on the college?s Daniel Campus.   The new building would include a library, multi-media learning resource center and a student service center for admissions, counseling, financial aid, and other related support spaces.

Provides for the renovation of Stone Hall constructed in 1974.  The scope of the renovations include classrooms, faculty offices and a large multipurpose room.  The renovations are needed to meet current code requirements for restrooms, accessibility, fire and life safety, ventilation and energy efficiency.

Renovate Bird and Nicholas Halls, John Tyler - Chester Campus

Provides for a comprehensive renovation and upgrade of Bird Hall, Goyne Hall, and the Nicholas Center on the college?s Chester campus.  Completing the renovations will improve academic programmatic function and classroom innovation.

Constructs a 50,000 square foot building to accommodate a new Learning Resources Center on the Chesapeake campus.  Dramatic enrollment growth on the campus since construction of the existing Learning Resources Center within the Pass Building has rendered that space insufficient to support the resource needs of the campus. In addition, the space layout is inefficient for contemporary Learning Resources Center functions.

Provides for the construction of a new 29,500 square foot facility to house the trucking program, currently located on the existing Portsmouth campus in the City of Suffolk. This proposal would construct a new Regional Trucking Program Facility as part of the relocation of the Portsmouth campus.

Provides for the construction of 45,000 square foot facility to provide 13 academic classrooms, (two classrooms of 1,200 square feet, four classrooms of 900 square feet, four classrooms of 725 square feet and three classrooms of 450 square feet.)

Provides for the renovation/renewal of the 33-year-old, 77,735 gross square foot Loudoun Campus Phase I main administrative/classroom building.  This building contains classrooms, computer labs, faculty and administrative offices, the Learning Resources Center, a bookstore, and a cafeteria.
