HJ950: Commending the Honorable Lewis F. Payne.
WHEREAS, the Honorable Lewis F. Payne hails from Amherst, Virginia; and
WHEREAS, Lewis ?L.F.? Payne earned a B.S. in Civil Engineering from Virginia Military Institute in 1967, and an M.B.A. from the University of Virginia Darden School of Business in 1973; and
WHEREAS, L.F. Payne managed planning and development for the Wintergreen Development Company and became president and later chairman of the corporation; and
WHEREAS, as the Fifth Congressional District representative, L.F. Payne represented the people of the Commonwealth in the House of Representatives from 1988 to 1997, serving on the House Ways and Means, Budget, and Public Works and Transportation Committees; and
WHEREAS, as a founding member of the congressional ?Blue Dogs,? L.F. Payne led a coalition of moderate Democratic members of Congress; and
WHEREAS, L.F. Payne has been an important moderating voice in state and national politics, finding common ground among all constituents; and
WHEREAS, L.F. Payne has served on the boards of many nonprofit organizations that benefit his community and the Commonwealth, including the Nelson County Community Development Foundation, the Piedmont Community College Foundation, the Nature Conservancy in Virginia, and the Patrick Henry Boys and Girls Foundation; and
WHEREAS, L.F. Payne has received numerous awards, including induction into the Virginia Boys State Hall of Fame and the Spirit of Enterprise Award from the United States Chamber of Commerce; and
WHEREAS, L.F. Payne was appointed to the Board of Visitors of the University of Virginia in 2003 by Governor Warner and was reappointed in 2007 by Governor Kaine; and
WHEREAS, L.F. Payne has also served the University of Virginia as a member of the University of Virginia Foundation Board and the Curry School of Education Foundation Board; and
WHEREAS, in the eight years he has served on the board of visitors, L.F. Payne has participated in all aspects of the work of the board; however, his influence has been most apparent in his work as a member of the Medical Center Operating Board and his chairmanship of the Buildings and Grounds Committee; and
WHEREAS, on the Medical Center Operating Board, L.F. Payne has acted as a statesman furthering relationships with other health care organizations in the Commonwealth; and
WHEREAS, as chair of the Buildings and Grounds Committee, L.F. Payne has ensured that all members of the committee have the opportunity to share their views and that those views are considered by the Board; and
WHEREAS, L.F. Payne uses his skills in diplomacy to assist his clients as the Chief Executive Officer of McGuire Woods Consulting; and
WHEREAS, L.F. Payne will retire from the Board of Visitors of the University of Virginia on July 1, 2011; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend and congratulate the Honorable Lewis F. Payne for his outstanding service to the University of Virginia as a member of the Board of Visitors; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Lewis F. Payne as an expression of the General Assembly?s appreciation for his many achievements on behalf of the Commonwealth and best wishes in his future endeavors.
