Two-Year College Transfer Grant Program.  Increases the amount of the grant from $1,000 to $1,500, federal Expected Family Contribution threshold from $8,000 to $12,000, and requires the students who receive the grant to maintain the continued enrollment requirements at the institution to which they have transferred, rather than meeting a specific GPA requirement.
