Description

Biennial appropriation act.  Provides that the Commonwealth's biennial appropriations shall start on July 1 of odd-numbered years beginning with the biennial appropriation act for the period July 1, 2013, through June 30, 2015. The bill would require that the fiscal year beginning July 1, 2012, would not be a part of any biennial appropriation act (i.e., it would be a single-year transitional budget). Amends § 10.1-1322, § 10.1-1402.1, § 10.1-2202.3, § 10.1-2212, § 10.1-2213, § 16.1-309.4, § 2.2-1503.1, § 2.2-1504, § 2.2-1506, § 2.2-1508, § 2.2-1509, § 2.2-2400, § 2.2-2407, § 22.1-18.01, § 22.1-253.13:6, § 22.1-289.1, § 23-19, § 23-9.2:3.03, § 33.1-23.02, § 46.2-1503.5, § 51.1-145, § 53.1-82.3, § 54.1-1118, § 54.1-114, § 54.1-2113, § 54.1-4421, § 58.1-1011, § 58.1-1021.04:1, § 62.1-44.15:6, § 9.1-167, § 9.1-172, of the Code of Virginia.
