Description

Absentee voting; double voting.  Makes it unlawful to notify a voter that his absentee ballot has been rejected until the polls have closed on the election day and prohibits the counting of any provisional ballot cast by a voter at a precinct if an absentee ballot cast by him in the same election has been rejected at the central absentee voter precinct. What does this do for the active duty military voters. they don't know that their ballot is rejected until after the polls close. They then lose their vote.
