This is not a useful bill summary. I'll take a crack at it.
In short, this bill would exempt shooting ranges from all local oversight or zoning regulations that didn't exist when the shooting range was established. So if a shooting range is established in a city with no noise ordinance, and the city establishes a noise ordinance in response to complaints from neighbors, that noise ordinance cannot in any way affect the shooting range—they're free to continue to operate as they were, regardless of the law.
