Description
Privatization of the Virginia Office for Protection and Advocacy. Requires the Director of the Virginia Office for Protection and Advocacy and the Board for Protection and Advocacy to establish a nonprofit organization to provide advocacy, legal, and ombudsman services to persons with disabilities in compliance with state and federal law no later than December 31, 2013, and eliminates the Virginia Office for Protection and Advocacy as of January 1, 2014. I Think this is a bad Idea, best to keep total control with the state, And let Del.Bobby Orrock Friends find another job.
I agree--bad idea. This will make the VOPA less effiicient, less effective for people with disability, and less accountable to the public. This move only benefits governement "insiders."
Nonprofits don't get the respect that gov't agencies do, so the reinvented Office will have to spend a lot more of its resources addresing petty challenges instead of doing projects that count. The boards and director will have more power and less oversight.
CONSDIER THIS: This Office has NO STATE BUDGET (it costs the Commonwealth "zip"). All its funds are either donated or derived from federal grants. So, ASK YOURSELF THIS: If this Office doesn't cost the COmmonwealth anything, WHY WOULD THE POWERS THAT BE WANT TO GO TO ALL THE TROUBLE TO KICK IT OUT OF STATE GOVERNMENT? Hmmmmmmmmmmmmmm
SOmething smells. I say, follow the money.
