Description
Higher education; spending. Requires the governing body of every public institution of higher education to ensure that all funds received from in-state undergraduate tuition and all funds received from the Commonwealth are dedicated to the purpose of undergraduate education and that 65 percent of such funds are dedicated to instructional expenses.
