I would not support that. Aside from streets not being marked in the wrong direction, drivers are not expecting vehicles (bicycles) to be coming the wrong way, and are more likely to pull out on them.

As a cyclist, I would never do this, except at a walking speed.

This bill is garbage all the way around. The intent was to allow localities to install contra-flow bike lanes. Instead the poor wording implies that people can simply ride against traffic.

On top of that, the code section does not apply to city and town streets; only to streets maintained by VDOT, so the section of code and its amendment isn't even germane with respect to the intent to allow contra-flow lanes.
