Description

Department of Minority Business Enterprise; small, women-owned, and minority-owned businesses; enhancement or remedial measures.  Requires state contracts awarded pursuant to enhancement or remedial measures implemented to enhance participation by small, women-owned, and minority-owned businesses to include a requirement that no more than 60 percent of the work be subcontracted to another contractor except under certain circumstances. The bill authorizes the Department of Minority Business Enterprise to investigate complaints that the business has violated the contract provision and authorizes the Director to revoke the business's certification as a small, women-owned, or minority-owned business for a period of one year upon determination that the contract provision has been violated. The bill also provides that any enhancement or remedial measure require the state agency to solicit bids from all qualified vendors and not be limited to bids submitted by small, women-owned, and minority-owned businesses. Under the bill, any enhancement or remedial measure cannot exceed three percent of the total value of all vendor contracts calculated against the costs of accepting the lowest competent and qualifying bids. Women are great caregivers and in this state we can take in older adults as foster care without a state license up to 3 residents.This home occupation level 1 promotes other community jobs by allowing the private paid funds recieved to be redirected locally. We hire home health agencies,which hire RN's,LPNS's,Cna's,Social workers,chaplins.We use contractors for handicapped ramps,decks,screened porches ,opening and widing doorways,bath fitters for roll in showers,grip bars,saftey equipment.We use local drug stores for adult diapers,wipes,prescriptions,personal needs and so on. Our activities include special meals from the community,entertainment purchases like Wee's,Big TV's,movies,petting zoo's bands and so on.I hire Senior Core for relief nurses when I need time off.All of this without costing the tax payer a dime.We support Olmtead Act by offering a choice to live in the community.We promote ADA,Fair Housing,and the Rehab Act.The law that defines the defination of an Assisted Living was written in 1950 and many healthcare services,equipment and knowledge have greatly improved since then.
