Annexation Moratorium Statute; continuation of the moratorium on annexation by cities. Provides that the temporary restrictions on granting city charters, filing annexation notices, institutions of annexation proceedings and county immunity proceedings be extended, as in 2008, for the 2010-2012 biennium.
