A BILL to amend and reenact Chapter 46 of the Acts of Assembly of 2009, establishing a six-year capital outlay plan for projects to be funded entirely or partially from general fund-supported resources.

Be it enacted by the General Assembly of Virginia:

1.  That Chapter 46 of the Acts of Assembly of 2009 is amended and reenacted as follows:

§ 1. That the following capital outlay projects and descriptive information shall constitute the Commonwealth's capital outlay plan, pursuant to § 2.2-1518 of the Code of Virginia, for the capital projects supported entirely or partially from the general fund for the six-year period beginning July 1, 2009 2012.

In 2005, the Department of Forensic Science was provided funding to lease 5,777 square feet on the 5th floor in this facility from the City of Norfolk to house the latent prints laboratory and laboratory administrative offices. Approval to occupy and renovate the full 5th floor would result in the Eastern Laboratory expanding to approximately 54,000 square feet which will allow this laboratory to meet current and projected caseloads.

Renovates utility plant to house an additional redundant steam generation capacity for heat and hot water, expansion capacity, and provide a location for a north campus central chilled distribution water system. The chilled water system will utilize a waste heat exchanger from the boiler stacks. This will add additional energy savings by capturing smoke stack waste. A central chilled water distribution system provides economy of scale, a 24/7 monitoring capability and higher reliability and enhanced control. This will be energy efficient and allow for future expansion of the campus.

Renovate the Wilder Center

Corrects a safety problem that occurred during design/construction related to the auditorium floor. The sections of the auditorium need to be leveled and re-graded and in order to renovate the entire section of the floor, the seats will need to be removed and the floor demolished and reconstructed to meet handicap accessibility and building code requirements. There will also be an upgrade/replacement of communication, audiovisual, and information technology systems to maintain a functional arts presentation facility.

A section of the upper plaza area including an entrance door to the CF building has been closed to pedestrians.

1.  That Chapter 46 of the Acts of Assembly of 2009 is amended and reenacted as follows:

§ 1. That the following capital outlay projects and descriptive information shall constitute the Commonwealth's capital outlay plan, pursuant to § 2.2-1518 of the Code of Virginia, for the capital projects supported entirely or partially from the general fund for the six-year period beginning July 1, 2009 2012.

In 2005, the Department of Forensic Science was provided funding to lease 5,777 square feet on the 5th floor in this facility from the City of Norfolk to house the latent prints laboratory and laboratory administrative offices. Approval to occupy and renovate the full 5th floor would result in the Eastern Laboratory expanding to approximately 54,000 square feet which will allow this laboratory to meet current and projected caseloads.
