Description

Certificate of public need; process for review and approval of psychiatric and substance abuse services.  Eliminates the requirement that a Request for Applications be issued before the Commissioner of Health may accept and consider applications for a certificate of public need for establishment of psychiatric or substance abuse treatment beds or services.
