Description

Net energy metering program; standby charges.  Revises the requirement, enacted in 2011, that a customer-generator pay a monthly standby charge that allows its supplier to recover a portion of its infrastructure costs. The revisions provide that a supplier shall not assess standby charges until it has 1,000 customer-generators and that a supplier has the option not to assess standby charges on its customer-generators.
